CORTEX_FAST_PRIORITIES used before its definition

The CORTEX_FAST_PRIORITIES macro is used before its definition in os/common/ports/ARMv7-M/chcore.h
This bug is introduced in commit 47ada68

Sorry, this is a non-issue, the macros will expand properly anyway.
