LwIP what-is-my-IP accecssors

This adds a couple basic accessors for a higher level app to reach down and ask LwIP what the current IP is. This is helpful in DHCP and other "not what I told LwIP but what LwIP thinks it is" scenarios. Simple uint32_t allows for trivial "has it changed" checking as well.
