ChibiOS integration for IRMP - Infrared Multi Protocol Decoder

The IRMP project is a decoder program for signals sent by IR remotes. It supports decoding lots of different IR protocols.

It now has integration code for ChibiOS (HAL and RT) and can send an Event when a new IR telegram was received.
