Branch 21.11.x going unstable for a while

Hi,

Next week I should start back-porting the HAL from trunk to 21.11.x, things could be unstable for a while because all differences to be addressed, the result will be release 21.11.5.

If you depend on the 21.11.x branch then make sure to update to the latest code before changes begin.

Mostly done, all tests are passing but some small fixes could still be possible.

It is already OK to be tested, HAL is 100% equal to trunk, RT/NIL are 99% the same compared to previous version.
