Comparator (COMP) HAL

Hello,

Please find attached a contribution for a Comparator HAL component. We are using the comparator on the STM32F37x MCU and thought it'd be good to add a HAL interface.

There is also a testhal program in the testhal/STM32F37x/COMP directory for the 32373C eval board.

I am not able to try this on the STM32F30x MCUs unfortunately.

I also did not include a callback for comparator interrupts since for the comparator it goes through the EXTI which already has a HAL component. Not sure what to do there.
