I added ICUD9 but I could only test compile it. Please report about about functionality.

Thanks a lot,
i 'll test it and report on monday morning, i have not the autopilot under the hands during week end
EDIT1: I have copied STM32F4xx/PWM-ICU and modify it to test ICU9 on both channel 1 and 2 (pa2, pa3) on a discovery F4 board, and it works !
