Stream read/write - encoding? e.g. binary, UTF8, UTF16, etc.
Are files & streams always raw binary, or is there any byte encoding capability, i.e. designating a stream/file as UTF16 to always read a complete UTF16 character?

Streams are meant to be binary, there are no assumptions on the kind of data exchanged.
