Expose snor bus management

The bus_acquire() and bus_release() routines in hal_serial_nor.c are potentially of use to flash device drivers in implementing extra functions; if not accessible, they need to be duplicated.
I'd suggest a more explicit name for them; its a bit generic at the moment.
Would also be preferable for the exposed version of bus_acquire() to not need to pass the configuration information; the lower level drivers probably don't know this.
