Update rp2040.h with latest SVD changes

This proposed change updates the existing rp2040.h in main with the minimal SVD changes from the latest RP2040 SVD release. It does not add in the USB SRAM definitions yet as I'm seeking guidance whether there is a reason those are not in main.
