I wonder where I should start and how to develop app for this driver

You could give a look to existing STM32 USB demos, the code should be the same if the driver is correctly implemented.

I mean whether I can plug in a USB device and make it work.

If you mean an USB HOST driver, that one is not present in ChibiOS.

You mean that we cannot implement that driver due to hardware limitation or it haven't been implemented?

Hi,

It is not an HW limitation, just such a driver does not yet exist and ChibiOS does not have a driver model for USB-host yet.
