My tests include a virtual machine and a copy of windows7 32. I will try to build openocd from it.
PS do you have other stm32? Can you try to launch openocd on another dev board?

Re: chibi-studio throwing error while opening open-ocd
So,
the good news is I have set up a virtual machine with win7 32 and I am experimenting the same problem. The current version of ChibiStudio uses an dirty build of OpenOCD which I had to compile in order to use STM32L4, STM32L7 and cortex M0+.
The bad news is that sourceforge is experimenting some issues and I am unable to rebuild OpenOCD right now. Matter of hours and I will find out a solution.
By the way thanks for reporting this issue.
