The minimum PLL VCO frequency is defined as 192MHz in os/hal/ports/STM32/STM32F4xx/hal_lld.h. The reference manual specifies that the minimum PLL frequency is 100 MHz.
Is there a reason for this difference?

For which device? it varies, it is defined at 100MHz for some and 192MHz for others.
