Board files and example for WaveShare CORE407V

I have made the board files and an example for the above board. Feel free to use.
Do not forget to copy the contents of the WS_CORE407V directory to your ChibiOS/board directory.
Tested under ChibiOS_2.6.8.

I just added the board files, I can't add demos that I can't test to 2.6.x, it is a maintenance-only branch.
