Is ChibiOS can be used as testing platform for other commercial products without ChibiOS ?
It will be different tester variants, total amount up to 20-40 pcs. Which licence it requires ?

Hi,
It depends on distribution, if you don't distribute this testing platform but only use it internally then also the GPL version can be used, GPL strikes only when you distribute something. If you embed ChibiOS in something that is then distributed then GPL applies.
There is also the "free commercial" version that is GPL-free and usable up to 500 cores. It is compatible with your stated quantities but it requires you to publicly disclose that you are using ChibiOS (in documentation or web site).
Then there is the "full commercial" paid option that allows you to do basically everything.
